Beautification Commission Meeting
Thursday November 7, 2013   

Present:         Pat Byrnes; Elaine Dube; Dolores Kehoe; Mary Mourey; Tony Russo; Pat Sirois.

ABSENT: Marylee Hickey; Betty Russell (excused).

Also Present:   Tim Bockus, Director/Public Works; Ted Fravel, Director/Parks and Recreation ;
Mike Benjamin, Inspections and Permits.

Call to order:
Chair Sirois called the meeting of the Beautification Commission to order at 5:34 p.m.

Acceptance of minutes of OCTOBER 3, 2013
Dolores Kehoe made a motion to accept the minutes of the October 3, 2013 meeting.
Seconded by Elaine Dube.  Approved.

Opportunity for citizens to speak.   None at this time.

DIRECTOR’S REPORTS
  • Park and Rec
Ted Fravel reported his department is preparing for Holiday Fest.  The paper and ink have been ordered.

  • Tree Warden/Public Works
Tim Bockus reported on the following:
  • 65 Broad St.  Maple Tree owned by town, leaning toward house, tree is health.
  • 74 Porter St, Spruce Tree owned by town to be removed
  • 199 Woodycrest Dr. – Ornamental trees owned by town, have been removed
  • 67 Maplewood Avenue Maple Tree owned by town, to be removed
  • 253 Tolland St. Maple Tree, owned by resident, tree is dead, letter to be sent
  • 6 Howard Court trees growing around utility pole, issue for CL & P
  • 243 Forest Street, Maple tree owned by resident
  • 25 Raymond St, owned by town trimming was done
  • 856 Tolland St Maple tree owned by town damaged and removed
Tim further reported that the American the Beautiful Grant tree inventory has been completed and they are awaiting a management plan.  A public information brochure will be placed on the town website once it is completed.

Curb side leaf collection has begun.

Tim is working on purchasing a large Christmas tree to be placed on Town Hall property for the “Tree of Lights”.

Tim stated he has heard from the Garden Club and they would like to purchase an Oak tree for Arbor Day 2014.
Chair Sirois will contact the Garden Club to inform them that the Commission purchases the Dogwood Tree for Arbor Day, but will suggest they purchase a Sugar Maple for McAuliffe Park or Santa Clare’s trees for Veteran’s Memorial Clubhouse (road leading to building.)

Tim reported that his department is working with Goodwin College on various areas in town.  Goodwin College has donated planting as well as landscape design.  Work has been completed at Alumni Park and the rear of Hockanum Library.  Work will continue at Wickham Library and Town Hall.

  • Concerns of the Commission (Building/Inspections)
Discussion was held on the following properties:
  • 118 Main Street, recently had a fire
  • 106 Colby Drive, mattresses on tree belt
Financial Report:                                               
Mary Mourey reported the general budget balance is $7800.00
Remembrance Fund balance is $520.96.  

Mary informed the Commission that there is $1600 in the line item for Special Events (Holiday Fest).

Communications                                  
  • Arbor Day Foundation
  • Information from Garden Club
Chair's report
Chair Sirois distributed the brochure for Holiday Fest 2014.  She had a sample of the buttons and posters for distribution the end of the month.  She will email Commissioners for distribution around town.  An article was placed in the Gazette informing the public that button sale donations will be given to the Social Services Department for the Food Banks in town.

Chair Sirois distributed a draft of the 2014 meeting dates.  Approval will be on the December 5 agenda.
                                                
Old BUsiness:                                   
  •  Holiday Fest
  • Printing of brochures
Chair Sirois, Pat Byrnes, Mary Mourey, Dolores Kehoe and the clerk will meet on November 14 at 9:30 at the Park and Recreation Department to begin the printing of the brochures.  Approximately 10,000 brochures are to be printed and if not completed on the 14th, they will meet again on November 15 to complete the printing.

Brochures will be distributed to the elementary schools the week of November 18th.

  • Distribution of Posters and brochures
Chair Sirois will email Commissioners the list of places for distribution.

Dolores Kehoe made a motion to pay the bills as submitted.  Seconded by Elaine Dube.  Approved.

Adjournment:
There being no further business, Mary Mourey made a motion to adjourn the meeting at 6:30p.m. Seconded by Pat Byrnes.  Approved.

The next meeting of the Commission will be on Thursday December 5, 2013 in Building Department Conference Room at 5:30  p.m.
